Fleet Lifeline Company Profile

Fleet Lifeline Ltd has a proven track record over the last ten years in the provision of unbiased expertise in the fields of logistics, covering Supply Chain; Distribution and Warehousing operations; Commercial Fleet and Company Car operations on behalf of its Clients.

We have generally found that in the areas of transport and logistics, companies are able to manage their routine operations adequately, but often require extra professional input and guidance when company facilities are reviewed or when changes are proposed or required. As such our services are usually considered and treated as complimentary to an organisations current facilities.

We are an independent organisation, which has no formal ties with logistics suppliers or financial institutions. Our consultancies and audits have all generated significant savings, consistently in excess of the consultancy investment, within the first year of implementation, ranging from five to forty-eight percent of annual budgeted expenditure. Therefore at an early stage of the consultancy procedure, we aim to identify those areas where our expertise and experience denote that savings may be made. Where there is a limited scope for potential savings, we discuss this with our Clients and agree the level of activity appropriate to the Client's needs.

Consultancy Procedures

Each Consultancy assignment is designed to meet our Client's individual requirements, although experience to date would indicate that the following stages are generally appropriate, and therefore form the basic structure for our initial audits and project plans.

 
Stage 1 - Enquiry

 

Define with the Client's management team the objectives of the project.
Establish the parameters, type and scope of the operations to be covered.
Form an initial understanding of the Company, together with corporate strategies and aims.

 

Stage 2 - Audit / Assessment

 

To an agreed brief, we will analyse the current situation to determine problem areas.
Ensure that any proposed improvements match the Company's needs.
Determine that we will generate a competitive edge in the short term, whilst meeting the long-term goals.

Strategic Fleet Planning and Policies
 
Stage 3 - Consultancy Proposal
 
From the results of the audit, present a Consultancy Proposal showing:
 

Objectives
Strategy/methodology, (including where appropriate the provision of cost analysis for the various stages of a Consultancy Programme).
Recommended timetable and mutually agreeable fee structure.

 
Stage 4 - Consultancy Programme
 
  Following an agreed Consultancy Proposal, with any changes required by either party having been agreed at the earliest opportunity, a Consultancy Programme will be implemented.
 
Stage 5 - Consultancy Assessment
 
  The agreed Consultancy Programme (including trial; testing; reporting and macro monitoring systems having been implemented) will be assessed between both parties.
A timetable of further improvements may now be considered.
The measurements standards by which the implementation of the consultancy success may be judged are agreed.
A long-term performance monitoring procedure is now established to maintain those benefits achieved by the Consultancy Programme for the Client.

Consultancy Team

Fleet Lifeline Ltd consists of a team of professional consultants who have a wealth of experience in all aspects of business, transport, distribution, and logistics. All consultants have succeeded in their own fields both in the private and/or public sectors, so offering a broad understanding of the needs of the various business sectors and their markets.

 
A consulting team will be drawn from the following, as the nature of the Clients' requirements dictate.

 

Neil Young FinstTA, MILT, MCIT, Dip. Transport Studies (London).
 

Neil is the founding director of Fleet Lifeline Ltd and has been associated with the fleet and distribution industries for his entire career. From an early start as Transport Manager for a food sector company, he progressed to management positions with the Freight Transport Association and to General Manager of Overdrive Plc.

Neil is also a Liveryman of the Worshipful Company of Carmen, and a Freeman of the City of London, and Vice President of the Institute Of Transport Administration. Neil is currently involved in the Energy Efficiency Best Practice Programme funded by the DETR for UK Fleet operations giving transport related advice working towards greener fleets.

Peter Mitchell (Mitch)

 
 

Mitch has an Architectural and Engineering background, from his many years with International Stores and B.A.T. Stores Holdings etc, encompassing Store refurbishment, through to Distribution Depot and Superstore developments on green field sites. In the early eighties Peter set up his own Design Development Consultancy working with many different Clients, including Central TV, Berkley Homes and Sainsbury's covering a vast range of projects.

In 1995 he moved to Hong Kong joining Dairy Farm International to lead the building of an advanced Fresh Food Processing Factory and Composite Distribution Depot. After the building was completed Mitch became Dairy Farm's Fleet Manager. It was here he was called upon to find a solution to the Multi- temperature delivery vehicle requirement, the first of their kind in Asia. He put in place an advanced automated fleet system including FMP for the 40 temperature controlled and 130 dry commercial vehicles, serving over 800 deliveries daily.

Robert Constant CEng, MIMechE, MIEE, MIRTE, MIMI, MICFM
 
 

From an engineering background in the Metropolitan police, including the Home Office, Robert became Transport Manager for London Electricity in 1988, where he revamped the entire operation forming a separate transport company within London Electricity in 1995. In recent years he has won industry awards for fleet operations and environmental issues.

Keith is an Engineering and Maintenance Specialist particularly involved in training and consultancies in education. Most recently as National Fleet Engineering Manager for Royal Mail (30,000 vehicles throughout the UK), and before this as Group Fleet Engineer with Debenhams Plc.

Consultancy Fees

As part of Fleet Lifeline Ltd's professional commitment to its Clients, our fee structures are clearly set out in the Consultancy Proposals, prior to commencement of any full Consultancy project.

Charges are obviously negotiable and will vary between Clients, depending on the complexity and the nature of the given project or projects. Our fees are normally on a man/day basis, although we have also worked to a direct proportion of achievable savings and combinations thereof.

Initial meetings and or discussions are of course free of charge, and without obligation to either party.

Confidentiality

As part of our commitment to our Clients, Fleet Lifeline Ltd will normally enter into a Confidentiality Agreement to ensure that all information provided in pursuance of the assignment is kept strictly confidential between the Client and Fleet Lifeline Ltd.

Each consultancy project is tailored to address the specific requirements and needs with objectives and deliverables being fully documented and agreed prior to commencement of the assignment.

For ease of reference the services have been separated into logistics activities and fleet activities, although in practice, they may form a total project.

Logistics - Supply Chain, Warehousing and Distribution

With over 10 years consultancy experience, Fleet Lifeline has completed a wide range of successful logistics based projects on behalf of its Clients, in both the Public and Private sectors, including projects in the Food, Drink, Pharmaceutical, Building, Manufacturing and Hi-tech industries, in the UK, Europe and Asia.

The following provides an indication of the types of services offered, as an example of our core support activities. Supply Chain Process Audits
 

To evaluate both the physical (goods) and information flows within the business/supply chain, to identify bottlenecks, weaknesses and integrity (security and accuracy of information) that are key to the business activity. To provide recommendations and solutions to improve and optimise the overall business performance, improving bottom-line profits and customer service.

Inventory Management Systems & Procedures

 
 

To evaluate the physical inventories holding of both raw materials and finished product. This procedure includes investigation of the order replenishment and call-off procedures, stock outs, lost inventory and damaged product together with the inventory financial investment. To provide a factual scenario of inventory turnover and to recommend the optimum inventory holding including min/max re-ordering levels to improve overall business performance and customer service levels, whilst controlling financial investment in products.

Warehouse Facility, Design and Specifications
 
 

To establish via ECR (Efficient Customer Response) the demand flow for customer orders, in order to ascertain the infrastructure and facility holding requirements to support customer demands effectively. To design the optimum warehouse layout design within predefined constraints, (i.e. existing warehouse) taking into account stock turn, fast and slow moving items, or cross docking opportunities, together with order consolidation and pick by line options to ensure both space and work site efficiencies.

Benchmarking - Fleet Operations and Distribution
 
  To evaluate the current effectiveness of the fleet operation, against industry "norms" and costs. The procedures include evaluation of vehicle utilisation both in respect of load utilisation and distribution journey time planned against current and forecasted demand. To provide practical solutions addressing vehicle specifications, journey and/or territory planning together with supporting management systems to maintain and control the fleet operation to optimise utilisation and reduce costs.
Fleet Planning - Scheduling and Routing
 
  To evaluate the current distribution scheduling and routing practices. To model and undertake "what if" scenarios, to identify scheduling improvement efficiencies, including where appropriate real-time planning, together with load consolidation and docking management. To provide through the use of routing tools, (including where appropriate scheduling packages) improvements to the fleet scheduling and management, including establishment of measurement tools to monitor performance and customer service criteria.
Logistics Network Planning and Strategic Modelling
 
  To identify current geographic demand, together with forecast demand and establish using the existing infrastructure the current efficiencies and costs of services, including demands, using both current and project demand models. To undertake GIS modelling - what if scenarios to establish the optimum infrastructure required, including optimum geographic locations, to service both current and forecast demand cost effectively.
"e" Logistics Systems Design and Set Up
 
  With organisations wishing to develop new markets through Internet ordering many of the traditional logistic practices and procedures lack the processes to support online customer orders. Fleet Lifeline thus supports the development of online sales for Clients, including the ability to track and trace orders real-time, enabling full monitoring of all processes.
Logistics Outsourcing and Operational Controls
 
  Prior to developing competitive tenders, Fleet Lifeline undertakes a full audit of the scope and procedures to be outsourced. In addition to preparing competitive tenders, Fleet Lifeline will test market capabilities to service the proposed contracts, via pre-tender indication of interest investigation. Upon completion of the competitive tenders, whether traditional or via reverse auction procedures on the Internet, Fleet Lifeline will, with the Clients, evaluate the detailed responses and make recommendations. All tenders, once outsourced are supported by Management Control Systems and Procedures to monitor the service provision.
Project Management and Training
 
  As part of any project, Fleet Lifeline offers to undertake the managing in of any of its recommendations. It will also provide on-site training to support new procedures including the provision of reference manuals.

Fleets - Company Cars and Commercial Vehicle Operations

Fleet Lifeline, again with over 10 years experience in fleet management consultancy projects, has undertaken major reviews for both Private and Public Sector organisations with fleet sizes ranging from just under 100 vehicles to 6,700 vehicles incorporating company cars through to heavy commercial vehicles and specialist plant. The following outlines the types of services typically required by our Clients. Each consultancy project is individually tailored to address the Client's specific needs.

Fleet Audits and Benchmarking
 

To evaluate the competitive provision of the fleet, including Asset Management, incorporating the capital costs, discounts, the life policy, write down procedures, funding and maintenance costs together with the management controls covering fuel, accident management etc.

Provide a detailed financial and operational overview of the current fleet. In addition identify its competitiveness with market "norms" and to identify opportunities to improve on fleet acquisition and operating efficiencies.

The benchmarking may also be extended to include evaluation of car policies for employees in similar industries.

Fleet Outsourcing and Competitive Tenders
 
 

To establish the principle criteria for the effective provision of the outsourced fleet requirements, including the Client's ongoing participation in the services provided, i.e. operational, management or policy only. To establish the key performance elements required to outsource the activity, including provision of vehicles, specifications, life policies, maintenance and ancillary services, together with contingency support plans.

To prepare a fully documented competitive tender with both clear objectives and service provision requirements. To research the market to identify potential bidders (possibly through a Pre-tender Indication of Interest request).

Prepare and send out Tender documentation. Review and score tender responses and analyse and support the Client in the selection process.

Fleet Wholelife Cost Management Systems
 
 

To develop an accurate wholelife cost database based on the current operational and cost characteristics of the fleet operation. To undertake "what if" scenarios, in respect of the various cost elements, in order to establish the optimum fleet including identification of future policy, and to develop system procedures to forecast accurately and to model future fleet requirements.

To provide the Client with fully workable wholelife cost databases, which will aid the cost and operational management of the fleet assets, ranging from company cars to large goods vehicles and specialised equipment.

Cash for Cars, PCP and Contract Hire Evaluations
 
 

Increasingly companies are seeking opportunities to improve the car provision, whilst achieving operational efficiencies and costs. With the current high levels of Benefit in Kind taxation for company car drivers, combined with the new changes in 2001/2002, companies are seeking solutions on the most efficient method of providing company cars.

Fleet Lifeline will undertake a comprehensive evaluation of the existing company car provision, taking into account both company taxation and company car driver's taxation, together with the company car policy and allowances. To provide a taxation matrix to identify the most cost effective options for the car provision, including Cash for Cars, PCP alternatives and Contract Hire.

Strategic Fleet Planning and Policies
 
 

To provide an independent overview on the fleet policy including it's cost effective provision. The scope of the strategic review may include a competitive benchmarking analysis to identify policies of competitor organisations, together with a financial health check on the current policy and provision of vehicles.

Identify, based on the Client's requirements, the optimum car and commercial fleet provision, including the method of acquisition, the life policy, and management of the service. Overall vehicle planning will also take into account the detailed specification of commercial vehicles to address customer usage demands.
